USB to serial can be used for tuner but still isn't as responsive as either USB or a hardware serial port. The USB cables are OEM and work for programming but don't work reliably for flashing (nor does USB to serial).
The software hasn't been updated since 2014 when the radios were canceled but runs reliably on Windows XP, Vista, 7, 8 and 10 (though officially it's not been tested on 10). If selling, make sure the flashcode on the back of the radio matches the one in the radio (if you don't want to sell it as a parts radio that is).
